Primary Purpose:
The Associate Superintendent of Academic Services will serve as the administrator for all instructional programs and ensures compliance with all federal, state, and local policies and regulations pertaining to academic services. Offers substantial assistance to the Superintendent in providing the leadership required to develop, achieve, and maintain the best possible educational programs and services for the District.
Qualifications:
Education/Certification:
Master’s degree in Curriculum & Instruction, Educational Administration, or related field
Doctorate degree, preferred
Superintendent certification, preferred
Texas teacher certification
Special Knowledge/Skills:
Knowledge of curriculum and instruction at all levels
Knowledge of the school district and its organization
Knowledge of the selection, training and supervision of personnel
Ability to formulate and manage a budget
Ability to interpret and implement district policy and procedures
Knowledge of federal and state laws governing special education
Knowledge of curriculum management standards
Ability to be flexible and manage multiple tasks
Ability to work as a contributing team member
Knowledge of federal, state, and local policies governing special programs
Ability to effectively plan, organize, implement and evaluate programs
Ability to formulate ideas and communicate effectively
Strong oral and written communication skills, public relations, and interpersonal skills
Experience:
Successful experience as a campus principal
One or more years of experience as an Assistant Superintendent or Superintendent at the district level or at least three years experience as a senior administrator in an educational environment is strongly preferred
Experience in leading curriculum development
Experience in implementing district initiatives and/or programs
Experience supervising and evaluating professional staff
Major Responsibilities and Duties:
Instructional and Program Management
- Direct instructional and curriculum services to meet all students’ needs.
- Coordinate the review, development, and revision of all subject area programs and related curriculum documents and materials, including curriculum guides, course outlines, and teaching plans.
- Apply research and data to improve the content, sequence, and outcomes of the teaching-learning process.
- Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.
- Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs.
- Plan the necessary time, resources, and materials to support accomplishment of education goals.
- Ensure that district goals and objectives developed using collaborative processes and problem-solving techniques when appropriate.
- Chair the district-level decision-making process to establish and review the district’s goals and objectives and major classroom instructional programs of the district.
- Actively support the efforts of others to achieve district goals and objectives and campus performance objectives.
- Obtain and evaluate findings (including student achievement data) to examine curriculum and instruction program effectiveness.
- Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.
- Work cooperatively with directors and campus principals in developing and supervising the instructional programs in assigned subject area.
- Coordinate Instructional Materials Allotment.
- Work collaboratively with principals in interpreting campus data to improve student achievement.
- Oversight of special services to ensure compliance and program effectiveness.
Policy, Reports, and Law
- Keep informed of and ensure implementation of the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum/instruction.
- Analyze, interpret, and distribute the Texas Academic Performance Report (TAPR) to campus principals, administrative staff, and Board members.
Staff Development
- Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
Budget
- Administer the Academic Services budget and ensure that programs are cost effective and funds are managed prudently.
- Compile budget and cost estimates based on documented program needs.
Personnel Management
- Evaluate job performance of employees to ensure effectiveness.
Communication
- Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district’s mission.
- Demonstrate awareness of district-community needs and initiate activities to meet those needs.
- Use effective communication skills to present information accurately and clearly.

Supervisory Responsibilities:
Supervise and evaluate the performance of Academic Services staff and the Executive Director
of Special Services.
